Dave Kiff became city manager of Newport Beach in September 2009.  He is responsible for the city government’s operation and policy implementation, directs 10 departments and 725 fulltime employees, and manages an annual budget of approximately $260 million.

Dave joined the City of Newport Beach staff in 1998 as the assistant to the city manager and gradually promoted to deputy city manager and then assistant city manager before being selected by the City Council to fill the organization’s top administrative spot.

During his tenure with Newport Beach, Dave has been responsible for a number of high-profile projects and programs. He helped form the city’s water quality program, managed the annexations of Newport Coast and Santa Ana Heights, worked to extend the City’s agreement with the County of Orange for John Wayne Airport, and helped secure more than $24 million in state and federal grant money for city projects, including approximately $19 million of federal funding for dredging of the upper and lower Newport Bay. Working closely with the City Council, Kiff positioned Newport Beach among the state’s leaders in pension reform and addressing group residential uses. Under his leadership, Newport Beach remains fiscally strong with more than $60 million in reserves and a AAA bond rating from all three rating agencies.

Dave has a bachelor’s degree in business administration from the California State University, Sacramento and a master’s degree in government administration from the Fels Institute at the University of Pennsylvania. He serves on the Orange County Commission to End Homelessness, the executive board for the Orange County City Manager’s Association, and is a member of the International City Manager’s Association.

Dave was raised in Healdsburg, Sonoma County but has been an Orange County resident since 1995. He is a four-time Ironman triathlete and enjoys teaching yoga, mountain biking and walking his two ill-behaved dogs. He and his partner, Tom, reside in Laguna Beach.
